The National Bank of Ukraine has refused to back the current version of the country’s crypto legalization and regulation bill, No. 10225-d, saying it lacks necessary regulatory safeguards and could threaten monetary sovereignty, financial stability and economic security. The central bank flagged unregulated foreign tokens entering the Ukrainian market and objected to letting the securities regulator decide how many crypto trading platforms may operate in the first five years. The bill would make the National Securities and Stock Market Commission the main crypto regulator and impose a 5% transition tax on existing crypto assets until end-2028.

SkyBridge Capital founder Anthony Scaramucci said Trump’s crypto business and meme coin issuance caused the CLARITY Act to lose Democratic support and weakened bipartisan momentum. He said the meme coins, launched before Trump took office in January 2025, were one reason the bill stalled, and cited disagreement over ethics provisions restricting officials’ crypto holdings. The Senate failed to advance the bill on Sept. 15, with a procedural motion falling 49-50, short of the 60 votes needed.
