Polygon governance proposal PIP-93 would consolidate its existing security council and multisig structure and let Polygon Labs propose bridge and staking contract upgrades through a separate multisig, subject to a 7-day delay. The new security council would have 11 signers from 10 institutions with an 8-of-11 threshold, able to cancel queued transactions and propose and immediately execute changes. A Polygon Labs operations multisig with a 5-of-9 threshold could not bypass the upgrade delay. The proposal remains a draft, with details due at a November 5 governance call.

The National Bank of Ukraine has refused to back the current version of the country’s crypto legalization and regulation bill, No. 10225-d, saying it lacks necessary regulatory safeguards and could threaten monetary sovereignty, financial stability and economic security. The central bank flagged unregulated foreign tokens entering the Ukrainian market and objected to letting the securities regulator decide how many crypto trading platforms may operate in the first five years. The bill would make the National Securities and Stock Market Commission the main crypto regulator and impose a 5% transition tax on existing crypto assets until end-2028.
